I've written a bunch about this! basically, in order for US companies to hire full time employees who live in countries outside of the US, the company has to have either 1) a local branch office or 2) a foreign subsidiary in that country, or 3) work with an Employer of Record who has the ability to hire employees in that country. But international workers can work as contractors any time as long as the employer can pay you.
