How do you set up an HR company LinkedIn page connected to the company page that you can log into to post for the company?
(Instead of using a personal LI page to manage the company)

I think you have to request Super Admin or Content Admin access if you are looking to post jobs or other posts for the company. See here for roles and permissions:

I don't want to post jobs. I just want to post to a company page without involving my personal page. Any thoughts?
