Where does SEO (more so on-page technical and on-page, more merchandise-y) fit within your marketing/companies budgets? Does anyone break out the tech into dev side of the business, and on-page into merchandising?

I can speak from a little experience of eCommerce consulting, it's usually kept outside of traditional marketing budget.
I don't think I have ever come across on-page SEO being merchandising responsibility unless its's a very small brand IMHO
